City adding Orthophosphate to water soon

My city (Folsom, CA) is going to be adding orthophosphate to our water soon, due to issues with pitting of pipes in peoples homes,
the water at some point got up to 9+ pH and corroded peoples copper plumbing ~1.2K properties reported leaks.
Its really been a cluster-F. It's about time I replace the filter I was given with my tank but I am not sure what brand it is.

Will RO/DI remove this?
What kind of filter should I get?

Recommendations
The water company is supposed to start at 0.1 mg/L and increase up to 0.3 mg/L. of Orthophosphate.

Asking a company who has a motivation to sell me something just in my opinion isn't the way to go about it. They have the incentive to sell be something that costs more that what I would necessarily need. :rollface:

Digging around I found this. So there is no chloramines.

Does the City use chloramines in their water system?
