You don't need crabs. They can be entertaining to watch, but mostly live off the food you feed and are just as likely to eat something you want gone as something you want to keep.
You don't need snails either, but unlike the crabs, they will noticeably cut down on algae. I have the 'strombus grazers' that reproduce in my tank - the more algae the more the population grows, so I don't think about how many. I have no idea if the strombus grazers will reproduce in a 24 gallon system. Some people like seeing the larger snails.
I'd just buy one of the smaller packs, unless your LFS sells individuals at a reasonable price. I'd want about 10 snails in a tank that size.
