Clown compatibility clarifications

Good morning. Been having an issue over the last couple of days with a true perc acting a bit unusual. Hovering in one distinct area (where there's no equipment that it could be "hosting"), not eating all that well, and has a couple of very small notches/tears in fins. I have observed absolutely no aggression between any of the other fish in my tank, and this clown. No mucus or discoloration on the clown. Respiration is moderately high.

Been doing quite a bit of research, posed the question elsewhere, etc, and haven't quite come up with enough information yet to make a determination on whether this behavior is disease, environment or social-related.

I have been advised this morning that my mix of fish may be an issue, but in doing a lot of searching, I haven't found any obvious problems regarding compatibility.

I house the following:
-1 royal gramma
-1 true perc clownfish
-1 green clown goby
-3 small chromis

29g tank, 2x65w PC lighting, 40 lbs LR, temp 81-82F, Nitrates less than 5ppm; Ammonia, Phosphate at 0. Do 15% water changes every week as a rule. I also add Seachem Reef Builder and Kent Buffer occasionally.

Questions for the forum...

1) Does the clown's behavior seem more like disease (maybe Brooklynella-but no mucus, so I doubt it), environment or social issue?

2) Should a smaller true perc clown be purchased to accompany the existing one? He's only been in the main tank for about a week. I've seen much conflicting information on whether it is better to pair them, or if they are in fact perfectly fine living singly.

3) Does anything about the current fish mix concern you, at first glance? These are relatively peaceful selections (to my knowledge), and I've never seen any aggression at all among the fish. (granted, something could be happening at night or while I'm at work)

It's a tad bit overstocked, if using typical, conservative calculations, but I am planning to get a 75g tank going in the near future.

I don't know what could've got to his fins...very small notches/tears or something of the sort. The chromis maybe, when I'm not there? I'm very confused......

After continuing to gather info (still dealing with some conflicting info), I'm leaning towards adding a second perc clown (but a smaller one than the existing one).

The existing has only been in the main tank for a week, so I'm hoping that I can get away with adding a second one to make the pair.

I think I also want to move the three chromis to the QT tank for a couple weeks, to follow a theory that they've been messing with/nipping on the existing clown's fins.

If I'm really going in a bad direction here, or making things worse, please let me know. I know these questions are probably lame, but I'm honestly trying to find information and sort out the good from bad and correct whatever error(s) I've made here.

Forgot to add: Despite what happens, the three chromis (and probably the green clown goby) will be moved to a different tank in order to reduce stock in the 29g.

That should end up with a slightly less egregious overstocking situation (final result being a clown pair, and the royal gramma, and the inverts).
 
I personally wouldn't add the second clown until you've sorted out what's going on with the first one.

As far as aggression, I would think it is probably the royal gramma showing the aggression as opposed to the chromis. They can be fairly mean in small tanks from what I have read.
