Clown fish sick maybe?

My one clown fish has some white stuff forming under his lower lip. (looks like a possible scar, or slime type stuff hard to tell). Also seems to have little white spots all over (nothing too visible unless your looking for it)

Currently he is swimming actively, but today when feeding i noticed he was spitting a lot of the food out. (Both flake, and IO brine shrimp) which he ate for the past 4 weeks fine.

Tank 15 Gal, 14 lb Rock, Sand, Proteine skimmer, hob filter
Ammonia - 0, PH 8.4, Nitrite 0, nitrate 15, salinity 1.024

Pics below.. Should i be worried about this? Any steps to try and help my fish?
I do not have a QT tank unfortunately.

could be a type of mycobacteriosis or Lymphocyctis a buddy of mine had a picasso clown that had Lymphocyctis and it kinda looked like yours sorry im sure someone will chime in
 
Well woke up this morning and he was sucked against my powerhead dead =(
Must have been worse than it looked?

Sorry to hear about your loss. I would reccomend attending to the other fish asap. If you've got something that took out one fish it is possilbe it will start effecting the other. Maybe try adding some garlic supplements to help boost the fishes immune system and work on those nitrates to keep the fish as healthy as you can.
 
Would a mass 50+ % water change really stress out the other fish?
or should I just keep up with the 10-15 % weekly changes

Ill read up on the garlic and start it asap.
