Clown trouble

I have a 250 l (66 g) FOWLR tank with 2 Percula clowns. Tank has been running for 5 months. I got 2 Perculas about 4 months ago. The smaller one is red (1.5“) but the larger one is abt. 2“ and it is black with a red face.
The black Percula has become a problem in my tank because it attacks the red Percula all the time especially at feeding times, and whenever I put my hands in the tank it will come and bite me.
I don´t think they will ever mate, because they sleep in opposite corners. So what should I do. Trade the black one for a red or get another red Percula. ? Canl 3 Perculas coexist in a tank. Or should I get 1 red and 1 black. Can I have 2 pairs ?
 
If you buy more, there's a good chance that the weaker clownfish will get beat up. Two clowns pairing up could well mean that the leftover clowns will be terrorized. There isn't enough space in the aquarium for two pairs to get along well, either.

If you can buy a small black percula or a small red one and return one of the clowns in your tank, there's a good chance of the established clown becoming a female and the small one a male. Since they would be the same color, there's a better chance of getting a happy mated pair.
