Clownfish At The Top Of The Tank

Recently I moved all my fish from my bio cube to a new 30 gal. The tank is a 30 gal with 55lbs of live rock a modded ac70. The live stock is a clean up crew a Clownfish and 3 damsel. The tank was fully cycled and read to go before I made the switch. Everything was fine for about 2 months. The tank started to get some brown algae witch I figured was coming from the lights being on to long. I turned the light down by 1 hour and it seemed to fix the problem. Now Ive seen that my clown keeps wont come out from behind the heater. He stays there 24/7 grabs what ever food he can. Right at the top of the water. He does not look like he is breathing hard or anything. Today I got a diamond goby and with in about 3 hrs he tried to jump out of the tank and still keeps going for the top. I tested the water and have 0-0.25(its in the middle) Ammonia and 0 nirite and my salt level is right at 1.025. Is there anything else it can be? Is it just the way they are going to act. The clown never had any problems in the old tank with the same tank mates. :worried::worried:
 
Tank is new tho cycled perhaps something else going on. Can take months for things to completely cycle.

Obvious thing some water change see how things behave, not a lot but over 10 percent.

Fully cycled tank should not have any ammonia levels, pure guess is still some cycling going on.

I mention small water change as else might extend the needed cycle process.
