Fish are fine
Fish start dying by the tens/day
Lose 15 clownfish in <3 days

This little guy holds on, start medicating with copper and he starts eating again and swimming around pretty normal in a few days after dosing.

I thought possibly Uronema because of the visible loss of scales in an area. He definitely has a "velvety" coating, and white spots (although not ich like).

Visual is insufficient. History? Behavior? Peeling? Velvet sheen? Hovering near water returns?

Acting/looking normal
Lethargic, heavy breathing. Seeming to only swim with one pectoral fin, staying close to bottom of tank.

Continued for a few days

Seeming to recover, still has some white spots and discoloration in patches. I wouldn't say it looks like a sheen velvet coating (compared to pictures I've seen) but it looks more like blotches of lessened color.
Swimming like a normal clownfish now.

Even though he was acting okay I freshwater dipped him and didn't see anything come off, but he does look better visually after the dip.

He has never flashed or rubbed or swam in flow that I have seen.

A fresh water dip does help IF he returns to clean water. Normally first choice on clownfish, especially if with chromis would be uronema or brook. If it has the "velvet sheen" CP or copper treatment would be beneficial. Multiple dips in formalin will help brook or uronema if he returns to clean water or otherwise he will be re-exposed.

When you say "clean water" do you mean returned to a quarantine tank where he is kept for an extended period of time whilst undergoing dips? Or do you mean an entirely new "clean tank" where he would be pulled out of tank A, freshwater dipped, and returned to tank B?

The latter. The tank he came from is assumed to be infected.
