Clownfish sick

Yesterday the smaller of my two clownfish in my QT stopped eating. I was concerned about it and when I checked on it this morning, it had developed white specks all over. I don't have a picture currently because it was difficult to get one in focus and I had to leave for a college exam (which I was late for already), but how I would describe it is it looks like someone sprinkled confectioner's sugar all over the fish. The fish also seemed to have damage to its tail fin. The edge is ragged.

It is swimming quickly against the current near the bottom of the tank. I haven't seen it rubbing itself against anything, but it does seem to be putting more effort into swimming.

I have had the fish for about a week now and have so far seen no aggression between the two fish (doesn't mean it wasn't getting picked on when I wasn't looking of course), and the other fish is fat and healthy and swimming around normally. This fish is significantly smaller than the other fish.

Before yesterday, it was swimming around and eating like a pig. Today it looks like death and I am worried it won't even make it two hours until I can get home after this class.

Tank has been running for about 3 weeks or so. 10g bare bottom with heater and hob filter. Didn't have time to test everything, but I did some basics real quick before I left.

Ammonia-0 (both salifert badge and api test kit)
SG-1.025 (refractometer)
temperature- between 79-80

I did a small water change 2 nights ago when I vacuumed the bottom of the tank.

Knowing that I didn't yet post a picture (I will as soon as I get home), what could it be? And what treatments should I use since it already looks unhealthy?
 
So update from when I got home. Fish still swimming at the bottom (looks like it is racing across the tank, but not actually moving anywhere). The spots are gone. Fin still obviously cut up. Fish ate a few bites of frozen food thank goodness.

Unless I can figure out otherwise, I am going to guess ich and start TTM today. Hope for the best.
 
So today it is swimming around, but in a very wobbly fashion. It got excited when I fed them, and swam around like it was going to eat, but didn't actually eat any. I see no gasping and no spots, but fish just looks sick. Doing TTM, but I worry it isn't ich that is bothering this fish.
 
Did you acquire these fish from a source which runs copper? Any blemishes or sores? As you know TTM only eliminates ich.

Yeah, I am doing TTM just in case its ich, and because I was going to do it as part of my QT process anyway. I acquired the fish from liveaquaria. I don't see any visable blemishes or sores, it just had white specs all over it yesterday morning (which were gone by afternoon), hasn't been eating, and is swimming around all wobbly. The color looks slightly pale. The other fish doesn't seem bothered. It is fat, happy, and eating like it has never seen food before.

I can medicate it for whatever in addition to doing TTM, but considering how weak it already looks, I don't want to dump in medications without having some idea of what is wrong because a lot of them are hard on fish.

TTM is a good first approach lacking other evidence.
