Clownfish STILL fighting

I bought two juvenile oscellaris clownfish when I first got my tank about a year ago. They were both very small and was told by LFS they were gender neutral. For the first 6 months everything seemed fine and they hung out together. They began fighting and one began to get bigger so I assumed things were fine and they were working out who's male/female. They haven't torn any fins or anything super aggressive but the one clown just spends ALL day cornering and rushing the smaller clown. The smaller clown has hosted an anenome and just defends it from the larger one. This has been going on for about 6 months with no signs of them "mating".

Should I get rid of one? Will they never actually mate?

I had a similar issue, bought 2 clowns from a local breeder. Had both for a month, lost 1 from a jump. After another month picked up another from the same batch- they were a little close in size and they fought for weeks chasing each other out of the carpet anemone. Took the new one out, and traded with the breeder for 2 much much smaller ones... and reintroduced them, 2 paired up, and i just removed the 3rd wheel, and all is happy. The funny thing is the larger and the tiny one paired,
