Clownfish swimming sideways

I have a pair of WC Percula that have have been in QT for 4 weeks. I started them off with 4 treatments of formalin dips 2-3 days apart. Hypo to 1.010. The smaller clown did not eat at first, stayed in the bottom corner of the tank, and had 1/4" white worm looking excrement so I treated twice with praziquantel. They ate, swam and looked normal after that.
Sunday I started to raise the salinity up by evaporation and went from 1.010-1.023 in 5 days. 3 days ago I noticed that the smaller clown was now swimming sideways around the surface of the water. It still eats but only whatever floats and out of my hand if I feed on the surface. I thought it might just be air bubbles from eating floating pellet food before it sinks but I have seen them both eat on the surface and the bubbles come right out. I also thought that after a couple of days if it was air bubbles than it would correct itself. I do feed a pinch, 3 times a day with varied foods. Now I am getting worried. Could it be a problem with my raising the salinity? Is there something I can check or try?

QT Parameters:
-Ammonia, Nitrite, no trace.
-Nitrate- 2 ppm.
-PH 8.1-8.3
-Temp 79-80
10 Gal. Whisper 330 dual biowheel, Sponge filter, Remora skimmer. 1/2 gal water change every other day to remove excess food.
 
is that them in your avatar? do you have another pic? sorry i am looking for a pair of clowns like those in your avatar? where did you get them?

No this is another pair that I have. The Snowflakes in my Avatar I got from Quality Marine. They seem like the only wholesalers that get them regularly(1 pair/mth). They are tank bred from TFC in the UK. there are some LFS's that have them but they are going to be $$.

Back to my Percs, I think the small clown is developing pop-eye. I don't know if it is a cause or result of whatever is causing the swimming sideways at the surface. I will do a search and find out how to treat.
