clowns choosing anemone

I have just purchased a 1 inch (approx.) juvie tomato clown and also purchased a piece of live rock 4 lb that had 2 very tiny bubble tips. I mean thumbnail size, (1/2 inch) The tomato clown is drawn to one of the smaller bubbletip and he continuously rubs his face in it. at times his belly and you can see the bubbletip expanding but its still not as big as the clown. Is this normal behavior? The anemone is in a rock crevasse and not on the sand. I want to keep them both happy and wondering if I should do anything else?

This is a 75 gal tank, with fish, crabs, snails, sand and gravel substrate, a 20 gal sump with some sand and macro algae

With the nem being that small, the clown could actually harm it if it is constantly running on it. But if it only occasional it could be slightly beneficial. Sort of contradictory however nothing is certain.
