It'll be fine. Clowns are happy in a bowl of water. I talked to a breeder on another forum who keeps his full-grown spawning pairs in 5gal cubes. It is always better to go bigger, but if you can't then you'll just have to do more water changes, which in the end will end up costing more than if you just went with a 15gal or 20gal. I've been told that clowns growth is stunted by a buildup of certain hormone in their environment, which can be depleted with water changes. Just remember to keep your parameters stable and when you do water changes make sure the parameters match the parameters in the tank.
Again, comparing to what breeders do is very different, most of those are linked together w/ more water volume and filtration systems set up to accomidate that situation, VERY different from the average hobbiest small tank set up.

I'd still prefer more room for a pair of clowns, but that is just me trying to provide the best scenario for my animals and my own preference/opinion.

True that, true that. Smaller would change stuff and could possibly cause a delay in breeding, while bigger may decrease the wait time of breeding. Bigger is better, but clowns will breed whether the OP goes with the 10 gallon or a 20 gallon.
