It's a pretty short video to make a solid call, but I'd say yes you have what looks like a future pair. The reactions of the male (smaller one) when the female moves toward it is pretty typical dominate female, submissive male clownfish behavior. But that's just my 'non-expert' opinion.

They are pretty close to a m/f pair if they're not already. But im not the most qualified for answering ....

They still dont host into the BTA yet, hoping that they will sometime. It looks like they are more fond of the frag rack and the magnet.

I notice every now and then the female starts picking on the male.

I have a mated pair of perculas in our DT and they have 2 RBTA to choose from. They would rather spend their evenings down by the sand in the front left hand corner of the tank.

The behavior you are seeing is pretty typical. If I get reincarnated, I don't want to be a male clown fish! :fun4:
