Compatibility between Inverts and White Spotted Dwarf Puffer

So, my husband and I have a few questions we would like some opinions on. I need to update my tank info because a few things have changed.

Our 55g now just has our Picasso triggerfish, white spotted dwarf puffer, Flame Fin Tomini Tang, and Coral Beauty Angel. Our trigger ate our beautiful Pink Aurora goby and all snails and hermit crabs. Our 30g has recently been updated to hold our Gladiator Clown, True Percula, Black & White Ocellaris, Midnight Clown, Firefish Goby, 6 Dot Sleeper Goby, Diamondback Watchman Goby, Skunk Cleaner Shrimp, Red Fire Shrimp, Peppermint Shrimp, and Feather Duster Worm.

So, we are going to be taking our beloved Picasso Marley to the LFS for trade credit because he is getting more aggressive, specifically to our Tang. We love Marley but he deserves a larger tank and our other fish deserve to be safe and not chased all over and attacked. When we do that, we would like to move a few of the fish and shrimp from the small tank and switch them to the 55g but our concern is our Puffer Tyrion. Has anyone had any experience with mixing White Spotted Puffers with cleaner shrimp?

Also, we've had a ridiculous cyanobacteria problem. Water parameters are perfect, animals are happy. I keep suctioning it out of the tank but it won't disappear. Our Gobies keep sifting through it now but I'm worried that will just spread it more. It grows and spreads within a few hours after pulling it out. Does anyone know of a way to get rid of it without dosing my tank with copper? Either a type of animal or medication?
