I have a six-line in a tank with two adult skunk cleaners and never caught him looking covetously at them. They get on just fine. But with your little High Fin goby Im not sure I would trust a six line - they can be bullies.
In the same tank I have paired firefish, a zebra bar goby, six line wrasse, diamond sifter goby, plus the two skunk cleaner shrimp, several large hermits and other inverts like brittle star, etc.. Never have had any of the fish show more than a passing interest in the inverts.
In another tank, I have an oscellaris clown with two peppermint shrimp and they also get along very well.
Its the really small shrimp that I would worry about - sexy shrimp, the small anenome shrimp, etc... Those would probably appear more appetizing to larger fish. Stick with a good size adult shrimp and I think you'll do fine. Be sure to read up on any shrimp you buy though - coral banded shrimp can be a bit of a pain, as of course are mantis [but thankfully I havent seen anyone selling them.]
Any fish large or agressive enough to mess with your High Fin Goby should of course be kept out of the tank, and I think in doing this you will alleviate a lot of worries about shrimp becoming a late night snack.
