Is there a specific brand you would recommend to use for a copper dip against Marine velvet... Probiotic Marine Formula, Sea Cure Copper Treatment, Cupramine? Or are there better options

Do you know if this would be bad to use with a Snowflake Eel in the tank?

I have never had to treat an eel with copper. Supposedly copper in general is bad for eels, but at the same time Cupramine is alleged to be a safer form of copper that is easier on scaleless fishes. Basically, I don't know.

billsreef and others have said they have used Cupramine on eels and many other sensitive marine life without bad effects; and with success.
