does it matter which you dose first?

No. Just let one mix in before adding the second.

i think i seen some ice melt at HD that was magnesium chloride. is that the same?

There are several brands around, and the only one that I know to be OK is MAG Flake from the Dead Sea Works. I saw it at my local Home Depot yesterday.
