how will i know if my tank is cycled ive had it going for 28 days and it has no algae in the tank(i just got my lighting fixture yesterday idk if that matters) and my ammonia is around .0 and .25 idk about the others i dont have the testing stuff yet. but i was wondering if i could possibly put a blue chromis in there to help it along but more importantly have something to look at

If ammonia is not zero, don't add livestock. When ammonia & nitrite are zero you're cycled.
You need at least a nitrate test kit.

The lack of algae can be explained by not having any light on it.

What else is in the tank? Do you have Live Rock or did you just use base rock?

Live sand, and not the stuff sold as live sand in the bag at the LFS, sand that was hand scooped by the LFS worker from a bin with circulating saltwater in it?

Have you been "ghost feeding" the tank?

it have live rock in it(not alot yet cuz im waiting to buy it cuz its expensive but it at least has 10lbs) and has dead sand in it with a big cup of live sand in it from a well established tank and i havent been ghost feeding it but like a week ago i floated a raw shrimp in it for a couple days

p.s. its 30gall
