Damsel beating up my Clown

I know, I should have expected it. However, when I first got my 3 Spot damsel and my Tomato clown, they were the same size, swam together, even hung out in the same corner together. But the real test was that I could feed them and they both got enough to eat without fighting. It's been about 2 months since then and my damsel has gotten much bigger, while the tomato hasn't grown much. The tomato now hangs out in one corner while the damsel patrols the rest of the tank, swooping down to terrorize the tomato from time to time. I feed them in separate corners but it seems as though the tomato doesn't want to eat -- I'll distract the damsel in one corner and pour a bunch of defrosted mysis or brine shrimp into the corner with the tomato; she'll eat one or two, then swim around in a cloud of food until the damsel finds the food and snatches up all of it.
I'm planning on getting a bubble tip anemone for the clown soon -- right now they're in a 15 gallon (with no other fish) which will be upgraded to a 30 gallon in less than a month, and I'm going to get the bubble tip when they move up. I'm also going to let my clown settle into the 30 gal for a week or so, then transfer the damsel after the clown has had a chance to become familiar with her territory. Is there anything else I can do? I was thinking of getting either a Cherub angelfish or a Herald's (Yellow, False Lemonpeel) angelfish to put the damsel in it's place, but I'm not sure a 30 is large enough for the three fish. I'm also afraid that the angel would also pick on the clown which would hardly help matters.
I've tried moving the live rock around and I've tried putting a fake anemone in the 15 gallon tank; changing the live rock didn't phase the damsel and the clown didn't seem interested in the fake anemone.
Any help is greatly appreciated! I don't want to get rid of the damsel (my first saltwater fish, the fish that got me into marine aquariums [I now have 3!]) but I also don't want to get rid of my tomato and I'm not gonna keep them both if the tomato is going to have a miserable life cowering in a corner.

I think the addition of an anemone and the upgrade to the 30 gallon should solve the problem.
Won't a tomato outgrow a 30 gallon though?

Good luck trying to catch that damsel, especially if you don't want to move anything around. I have a 3 stripe damsel in my tank, that would harass everything new that I put in my tank. I found that if you change the rock scape, no more harassment from the damsel. Might want to give that a try.
