Its both but my tank has been set for about 2 months now so shouldn't the diatoms be disappearing?

In that second picture it looks like there's a bunch of snail turds in the corner. Just use your hand and wave it gently across the bottom of the tank. If anything other than sand rises then it's most likely detritus. If you want to get rid of this you can either vacuume it out during a water change or just stir the sand up with your finger and then siphon out some of the dirty water. Running some sort of mechanical filtration for a few hours would be a good idea too.

I see some detritus and a bunch of diatoms. The detritus collects because there is dead spots for it to settle in. The diatoms are just part of the fun, and will continue as long as you have a tank, to some extent or another. It can easily take 6+ months for the worst of it to subside.

Increase the flow/change where the powerheads are to eliminate the dead spots.
