when a first get him he shifted sand all the time now he stays under a rock all the time is this normal behaver i put a lawnmower blenny in at the same time

I think it is possible that the Blenny might be fighting it. I've heard they can fight due to having similar shapes and or viewing one another as competition. Although I have read about people keeping them successfully as long as they have their own territories. A four foot 55 gallon tank may work. If not fighting this is perfectly normal behavior for a Diamond Goby. It most likely is making its home under your rock. Also they can be shy for a while. Mine was for 4 months until it got used to me and my other fish.
Also does it eat any flakes or frozen meaty foods? You will most likely have to feed it for it to do good long term in your tank.
