Dimmable T5 Ballast question

I purchased 2 dimmable T5 retro fit kits from Bulk Reef Supply, Im also new to APEX, I'm only getting 9.01 volts at the dimming port. When I check a 9v battery i get 9.39v so i think my meter is accurate. Will this be a problem, the bulbs need to be burned in at 100%.

Also does anyone know if it is bad for the ballast to have voltage to the dimming port with no 120v power connected. or the other way, AC power supplied but nothing to the dimming port?
Basically do i need to supply the 120 volts and the 10 volts at the exact same time to not damage the bulbs\ballast?

What is the power factor of the ballast? Your lamps will be fine, ballast come in .8 to 1.1

I'll go check their website. on the ballast it says -high power factor.

Min. is 0.93 nom 0.98 What does this mean about the ballast?
