Dino or cyano?

I'm getting angry.

I have a mild infestation of what I thought was cyano, but I'm becoming dubious as my usual combative routines are not being successful.

Typically a cyano outbreak says to me "it's times to siphon the sand bed and sump."

So I switch to changing about a gallon of water a day (90g total volume), and siphoning the sand bed every Sunday changing about 25g total volume in the process. During the week I'll blow the crap off the rocks and get it stirred up so the overflow will catch it. I'll do this till it goes away. Then slack off on it going back to changing abou 10 gallons every Sunday.

None of this is working this time. Both my birds nest and monti have all but kicked it at this point since they keep getting covered up with the stuff.

P - 9 (as of last Sunday) ~.027 po4. Peak for the month of February was 11 or ~.034 po4.

I did have an issue with my RO water recently, I checked the holding tank and the po4 was around .80 in there. So I changed every single filter and now it's back down to zeros. That was about a month ago, and it's what I was attributing this bloom too. But by now surely everything has lined out with my numbers being where they are? Should I keep going with my routine till it goes away or is this something more sinister? Here's a crappy iPhone pic:

I'm not positive what my nitrate levels are. All I have for nitrates are a crappy api test kit. I've got one on order from Amazon.
 
Well that's just fabulous.

I checked it with the API test and the thing is bright orange. So easily too high. This explains why all my corals look like garbage. Does it explain the cyano?

I have a huge chaeto ball in the sump, I guess it isn't enough.

I hate to start carbon dosing this thing.
 
Yea cyano uses nitrates to grow. Easy food source for it. I'd suggest getting more flow in the tank as well as do a couple of larger water changes to help reduce nitrates. Could also look into running Siporax to help
 
I couldn't get much more flow. I got two RW-15s running at 100%.

I think I've discovered the source of the problem here...my refugium.

I just got finished sucking out the crap from the sump. I also sucked out some more crap out of the display. But looking at my refugium it is just loaded with detritus.

I think I need to siphon that crap out.

I just worry that I'll kill my pod population of I do that.
