dinoflagellate? need a little help

I pretty sure I have a dinoflagellate outbreak, its on my live rock. I was just wondering how to get rid of it. Can I just brush it off?
My params:
PH: 8.3
Temp: 80
Alk: 8
Nitrate: 0
Nitrite: 0
Phos: 0.5ppm
SG: 1.023
I just did a major water change two days ago.
 
If it is dinoflagellate, reduce light in the tank to about 5 hours and keep up larger than usual water changes and replace carbon about once ever week. A clean and lower lit tank will stop the growth and the water changes will flush out the toxins that it produces. don't bother with snails and crabs. They will usually all die in a pile at the bottom of the tank within a day of being introduced.

You can try the raised pH trick using Kalkwasser, but the lower light regime is the way I have handled it in the past.

It could be the very beginning of a dinoflag bloom, but the stuff I had was more like goo that traps oxygen bubbles in it. I mean really gooey.
 
its not really gooey, its stringy with bubbles in it. Like clear strings with bubbles in them.
 
i just got done battling dinos. raised the pH using kent's product to 8.5 then dosed kalk for a week to maintain levels.

used a turkey baster every few days to "sweep" the dinos off the rocks.

i stopped the kalk dosing three days ago so we'll see if it returns.
