Do I have a dwarf?

I have a b&w clown that I purchased as a very tiny baby 2 years ago. It eats like a cow but the thing just hasn't grown. I would say she is 1.5" max. I had 2 of them but lost one recently(that 1 was even smaller). Is it normal for them to grow this slow or do I have a runt?

What, and how often are you feeding it?

I feed mysis, rods food, sometimes a cube of prime reef or something similar. I feed an average of 1-2 times a day. I soak the food in garlic and zoe also.
