Do I need a new ballast?

They have not charged my card (yet) so, I’ll see if I get a call back. If not, I’ll keep an eye on my card and dispute charges if necessary.

Sorry to hear that! Yeah, sounds like they are trying to pull a fast one.
 
Just got an email with an invoice for the bulbs at $23.84 each. I called and spoke to the person that answered. I'm now on hold as she, "Looks into it."
