Do organics settle out?

Is it possible for organics to be settling in my display tank and causing algae growth? I have a hang-on overflow box, so the water that goes down to the sump and refuge only comes from the surface.

My skimmer doesn't seam to be taking much out and my macro algae don't seam to really be growing. I'm wondering if the organics aren't getting into the sump/refuge.
 
Yes. Organics will settle on the bottom of the tank and in your LR. You can remove a great deal of it by using a gravel vac on the sand and blasting the LR out with a power head before water changes.
 
You might not have enough flow. One of the goals of setting your PHs is to try and eliminate any dead spots. It's almost impossible to get it down to none, but anything left over should be the duty of your CUC.
 
Even in between water changes, it's good practice t take a turkey baster and blow stuff off rocks, even if you can't see it. As suggested, stepping up waterflow is a good way to go if you think you have a problem.
