Does a refugium have enough food for clownfish fry to eat?

It's probably a really dumb question, but would the fry be able to live in the refugium?

You'll need to feed them well for the first couple weeks Rotifers. Then progress to newly hatch brine shrimps.

I know that, but I am asking if there are small enough organisms in the fuge to substitute for rotifers.
