In a nutshell he scammed a lot of people out of there money for some mag pumps. Any information about him would help so we can take care of this legally.

What can a lawyer do??
Small claims has to be in HIS state/county to be effective.

If you paid with paypal, file the claim.
He has to refund or provide proof of shipment.
Otherwise THEY will force the refund.

I am not sure if the paypal reversals always work. If the guy has no cash in the account paypal is linked to, there is nothing for paypal to take from.

They will take it from the credit card or bank account
If you bought from him and have not filed a claim yet, then you are wasting time.

I already filed and got 100% of my money back from him.

Paypal has your bank acct number/credit card number to back up anything you buy/sell that falls thru. There is a time limit though.
