Does my father's clown have ich?? (pic)

My father just recently setup a saltwater fish tank. He's been losing fish like crazy. Today I went over and noticed white spots on his awesome maroon clown. I took a picture with my phone to see if you guys could help, Sorry the picture isn't clearer but I think you can see the tiny white dots. Also how can he treat this?

I think hes just thinking about taking the clown out while its alive and just letting it die. He said if I could find a cheaper way to treat it that he would try that. Don't flame him for being mean I already realize this. I just want to know how to treat this cause I love this clown. From the picture you can see a ton of white little dots, they seem to be on the clowns eye also. Again, sorry about the bad quality picture I was there forever trying to get a decent one but its a camera phone so i'm limited.
 
How long has he had the fish?
What is the tank? Reef or fish only?
What are the water parameters?
Is the fish eating or is it sick?
Do other fish have it?
What size tank is it?

If all the specks in the photo are ich and not just the quality of the photo, it looks bad.
 
Fish is probably 3 weeks old, fish only right now. dunno water parameters i don't live at home... IDK if its eating... Like 6 other fish died recently. 75 gal and yes all those white dots are on him... :-/
