3-4". THat way you have a chance of getting acro crabs, and from my experience, the bigger they are, the faster they go. At the 3-4" size thyere still reasonably priced too.
I think it also has a lot to do with the size of the tank you have. In my 29, a 1" frag can be found and enjoyed....but that same frag in a 300gal tank gets lost..
I believe it's called the escape size. A frag need's a certain number of polyps to sustain itself. IME an inch is big enough for that. I've grown out more then a few coral's from 3 or 4 polyps.
All I know is around here the small ones are still $40
