Don't know what to do about LTA

Its been about 3 weeks since I have had my LTA and I still can't get him to attach. It will stay in one spot, but will not attach its foot to anything. Its not longer eating. It ate a few silversides the first couple of weeks. It is still very sticky. It is fully expanded and looks healthy. I have created everything I can think of for environments. Holes in the sand with rubble around its base. The corner of the aquarium with access to the bottom of the glass. In current, out of current. Under an overhang, thinking maybe the 250's are too bright. It just does not want to attach that base. My water quality is very good. Unfortunately I know that there is not much else I can do. Anyone have any tricks or solutions? This thing is stressing me out. Thanks.
 
Is it trying to wander on its own, or is it just not attaching?

Have you tried just letting it roam around to find a spot it likes?
 
It won't roam and won't attach. It will stay in one spot, but won't attach its base to anything. I've left it in one spot for a few days, but it won't attach. I've seen anemones really inflate when they want to move. This one does not do that.
