Dragon wrasse help!!!

i recently bought a dragon wrasse. however, it doesnt burry into the sand but sleep in my bush of grape algae. it look lethargic , still eating well but im worried. he tried to burry himself but he cant. maybe the sandbed wasnt deep enough ?

What kind of sand, how deep is the sand and do you have a picture? Also you do realize they get up to a foot long, and require minimum 2"-4" of sand

fine sand , about 2-3 iches. Yes i do know that they will be very big but mine is a juvenile 2 inch long
