Drop in chiller help

I bought a used aqualogic drop in chiller. To be honest I cant really tell if the thing is even working. I think it MAYBE drops the temperature of the water by one or two degrees. Its a 1/5 hp and its cooling about 100 gallons of water volume

Should the coils that drop into the water be cold to the touch? To me feels like its room temperature. I cleaned the "fins" on the radiator and I completely cleaned the coils with a vinegar solution.

If I need to have the thing worked on does anyone know where I can take it locally? Im sure it would cost a small fortune to ship this thing.

By the way I bought the chiller with a whole bunch of other stuff at a super price so I dont think I would ask any money back for the thing. THe guy inherited the stuff and didnt know anything about it.
 
With the chiller running the coils, when out of the water, should be VERY cold, if they are not then something is wrong. Not sure exactly who would fix it, they are in reality nothing more than a modified air conditioner, anyone who works on AC's should be able to look at it and/or fix it, provided they can find the parts if needed.
