Dual ballast with one bulb???

I want to run my hamilton dual ballast set up. It fires 2 175watt halides on one switch. I f I were to only run one bulb will I still pay for 2 (Electricty wise) Being that the ballast is running both or is it only if the bulb is actually being fired? Thanks in advance

per bulb. if there is no completed circuit then it should not add up.

Thanks, I want to run 175 watt bulb on each side of my 300gallon. Jut using live rock so figured instead of 4 id run one on each side. Will that be adequate for Anemones if there up top? Also included is 4 96 watt actiinices and 2 65 watt actinics
