how many could i fit?
do they breed easily or only when stimulated?

They would be in a species only tank excetp for mayby some cleanup crew. What would a good cleanupcrew be for them?

Filtration is an ac 30 but i could take it off and add a sponge filter or could i just add a sponge over the intake?

I would use probably that sw plant that is used in sump filters. What is it called? Ive seen on acouple sites to use it.

Would a 28w PC lighting (coraline) 20" fixture be adequent on the 10 gal to keep it flourishing?

What else would i need?

What about heating? I have a stealth heater but could they get burned? would a guard help or no?

I would say start with 10 they breed easily and you could keep some of the babies.
Cleanup crew snails (not nass.)
I have been told to use the sponge filters like the ones for fry tanks
Cheato I think is the macro you are talking about, but you could use other macros that would allow them to hitch
Yes your lights seems fine
Baby Brine hatching at least 2 times a day, in a ten gallon you will have to add a pretty dense culture everyday to feed them enough.
NO HEATING. Seahorses like cooler water if you keep your house around 72 then they will be fine
 
The temperature can be higher with seahorses. I have kept mine at 77. That allowed me to add mushrooms and gorgonians to the tank. You can use different types of macros that they will hitch onto. Definately want a sponge filter. If you try to run a cube or any other filter as is it will suck the horses in. Snails only for clean up. FEED ATLEAST TWICE A DAY!! Mine will eat 3-4 times a day in small amounts
 
Cleaner shrimp could eat your dwarf seahorses (fry for sure) and would definately out compete them for food. Not a good idea.
