dyed BTA?

I don't think it is dyed, but it is bleached, and looks in bad shape. Besides needing to gain its zooxanthellae back, it also is "starving".

I would stay away from it.

Agreed.
These look like newly cloned anemones and they sometimes bleach out like this after they split.
 
Maybe it is just me and the specimens I have in my tanks, but isn't the foot too dark? The "cotton candy" color of the tenacles indicates it is definitely one to avoid!

There are many different color morphs that the foot of the RBTA can come in.
