Encino - Help putting bubble plate back on sump

Anyone in the tarzana Encino area? For the life of me I cannot get this plate back on and it's just making bubbles in the sump instead of the skimmer. Or the pump is failing? Not sure

This part that screws in keeps popping off. So since there isn't a tight seal the bubbles escape here instead of into the skimmer. I noticed it this morning because the tank was cloudy. I just did a water change last night
