Epaulette shark constantly scratching his back

Hi Alprazo, I have a newly acquired epaulette shark scratching his back!! Not eating great. Ate shrimp once! Here are pics! Looks like white round ticks on his dorsal Finn by his body. I FW dipped him for 4 min last night. Any help would be very much appreciated! Thanks Tom
