I am guessing you are referring to the RS-250. Yes te foot print is 12'' x 14'' however I looked everywhere and I didnt see a "sump space" requirement. I would give it a good 2.5''-3'' on all sides to make sure it has enough water flow coming through the chamber. I hope that helps. You dont want that thing too crammed in there. But a couple inches on each side will be fine.

Can anyone post a vid of the RS250 in action. I have seen them in person, but I am actually trying to convince some ATI fanboys that the ATI BM250 and the ER RS250 are actually about equally matched skimmers. They claim that the ATIs are less turbulent on the inside, but I think thats bull considering they are forcing 5000lph of air and water up that central 7" pipe on a Bubblemaster 250, and the RS 250 does 1200lph of air almost, has an 8" body, and doesnt force everything up to the top like a bullet like the ATI.
