fallow tank? last fish won't die....

About 6+ months ago my tank either got plagued. I dont think it was ich and am leaning towards velvet. But either way it was wiped "almost clean". One toby puffer went completelyiunaffected and still lives in a dark lonely tank. I also thought he picked on the other fish stressing them out.

My question is being that its just him in there showing no signs of weakness would that be considered fallow enough to start adding new fish and getting the tank up and running again? Its a big tank and its hard to catch him and shamefully I've been waiting for him to die but i dont think thats going to happen

Fallow = no fish. You would have to remove the puffer, treat him in a QT, and leave the tank fallow.

Please don't starve or kill it.
Worst case is moving some rock to get him out.

IMO, if it was velvet it would probably be dead by now. So you may be dealing with ich. I would remove the puffer and conduct TTM in 2 buckets and let the DT go fallow.
