Budget? humbug! I would start out at the kitchen table and have a vision casting session so everyone knows what direction this thing is headed.People usually have completely sep. ideas. To me a 120 is small. to my wife a 10 is small. Once everyone is on board. agree on a site and size , viewing on x amount of sides and so on. now go out and window and internet shop and try to visit local club tanks and then go home and set the budget.

How about an old school Skilter 400 with a lift pump?
They are cheap (people would probably send them for free) and they have been proven to work.
If not how about:
>$400 ATB hang on, WM x150 series
~$300 MSX 200 with pinwheel
The ATB and WM are both well built, reliable, and the companies have great customer service.

Tank and light has came in a bit under $1K roughly by my estimates. I would consider any of the following, some of which are way overkill for a 90G softie but still nice to have.
In-Sump Skimmers
ATB Econo Cone = $799
ATB Small Cone = $950
Bubble King Mini 160 = $879
External Skimmer
H&S A110-F2000 = $479.00
DAS EX-2 = $440

I was going to suggest an in-sump design for ease of installation for the Rock's, but after thinking about it awhile I believe the External re-circulating designs are just so much more flexible with your sump. Especially since everything needs fitted into a 18"x48" footprint.
So I vote DAS EX-2 for the Rock's 90G softie tank.
