Can rinsing filter pads with regular water (chlorinated straight from the faucet) restart a cycle ? I have a total of aprx 120g

If that is your only means of filtration, then yes, the chlorine would kill the bacteria. More than likely you have some type of substrate or maybe even LR in the tank. If so then don't worry about the bacteria in the pads. Rinse well and dry as best you can (even better to let air dry) and reuse.
