Which filteration method is better for a tank; the bio-balls or a skimmer?, which is more effective?

Skimmer is best. Bio-balls will eventually collect detritus and cause a NO3 issue in the future. So it'd be best to have a sump w/ a skimmer section, return pump section and refugium section IMO. You dont have to use the refugium section right away-

Assuming you have rock the bio balls are pointless.
