Filterless SPS pico?

Hey Guys I decided to scrap my plans for a large tank and go with just the opposite... a pico. I would like to do an SPS ADA-60-F with just three or four large colonies, and no live rock except what the acros are attached to. It's going to have a Giesemann Infiniti 24" 150w HQI 4 T5 fixture, DIY Skimmer, and a Vortech MP10. I'm trying to figure out whether I can run it with just fifty percent weekly water changes, a DIY airstone skimmer similar to the Mame Skimmer III, and mangroves, and still maintain beautiful, healthy Acropora. Also, maybe a small goby, but maybe not if I can't maintain low phosphate and nitrates. Can it be done?
 
Very cool setup. His light is insanely powerful though and I assume a Giesemann fixture is plenty enough for a 10" tall tank. Only difference is mine will have sand, I'm going for a sandy lagoon type of look.
