There's a common misconception that RAW will automatically give you a better image. What RAW offers is more potential for a good image. Getting to that requires a little effort. What software/process are you using?
Here's a quick edit. All I used was a curves layer (to bring up contrast),some sharpening and a little selective lightening and darkening (dodging and burning). (This actually over sharpened this a bit.)
If you don't mind, what software did you use, I am just using the software that came with the camera! But it looks like it is time to play a bit with it more!
I see another problem with your image. You saved it in AdobeRGB. That's great for printing but anything that you post on the web should be converted to sRGB. That's where much of your color is going.
Please note that I didn't modify the color saturation at all. All I did was add contrast and correct the exposure.
And I did figure out the custom white balance! I am using a piece of PVC tubing that I am sticking in the water to get the white balance. I think that is should work.
