Well, those are possibilities, nothing definitive. As far as I know, there are three stages to protozoan Amyloodinium ocellatum's life cycle, one of which is parasitic. Also, the symptoms associated with MVD are many, including skin damage, and white spots like the one on your specimen. Red lining on body, velvet texture, loss of scales etc are some others. On the other hand, the common Uronema symptoms are sloughing of skin, ulcers on skin etc. If the fish hasn't lost appetite, and is not acting lethargic (another two indicators of Uronema) but is rubbing against glass, sand, rock etc, I would lean towards MVD for the sake of your buddy.
