I just got this wrasse from a local club member. They had him for about the last year and got him from Port Aransas Tx.

The closest I can find is a Halichoeres maculipinna, 'clown wrasse', but the dorsal and tail fins look different (these are black with blue along the outer edges).

Thoughts?

I would say Thalassoma bifasciatum, a juvenile/initial phase Blue Headed Wrasse. Most are yellow, but please compare to pictures on Fishbase and NOAA http://www.fishbase.org/photos/PicturesSummary.php?StartRow=2&ID=3673&what=species&TotRec=4 http://flowergarden.noaa.gov/image_library/fish/blueheadje.jpg. Hrmmmm. He was described as a blue headed wrasse....

Seems he would be an adult after 1 year though.

It's certainly a Thalassoma wrasse, and I tend to agree with the Thalassoma bifasciatum ID.

I think you were told correctly, and 1 year isn't all that much time.
