On average how many smaller fish should be kept in a 55 gallon aquarium I have a clown, a hawk fish a lawn mower blenny, and a yellow tang wanted to possibly get another clown and possibly mandarin

2 clowns are fine. That tank is too small for a yellow tang and a mandarin will likely starve. You could add more small fish, maybe a gramma, goby, toby, cardinals or jawfish.

Well with the tang the guy told me he was about 5 or 6 years old and hasnt gotten any bigger the yellow tang is only like 4-5 inches only reason I was ok with putting him in the tank

That tank is too small for a tank. I had yellow in a 75 when it was small and then traded it away within a year because it got bigger and made every other fish in the tank miserable. I wouldn’t put a mandarin that sized tank either. Even if you seed your sump weekly with pods the mandarin wouldn’t have enough to eat.
