Since its BB I would also recommend basslets, clownfish may be Neon Goby I think this one will be fine without sand. Cardinalfish will be fine. I'm not sure about anthias and wrasses. Though they are not big they need more space to swim and wrasses will jump so you have to cover your tank... and they have taste for shrimp .
